Sunitha Reddy, the&nbsp;PDTC Program Manager of the&nbsp;Capacity Building Program at the SOPAR-Bala Vikasa, for a presentation about Bala Vikasa non-profit and the programs performed by the organization.&nbsp;</h3>Bala Vikasa established People Development Training Center to build the capacity of development professionals from across the globe by sharing our development experience and best practices through training modules. Every year we organize four one month exposure cum capacity building programs in &#39;Community Driven Development &#39;CDD . 60 countries have participated in the past years and are enlightened and replicating the knowledge in their local communities creating impact. We show the participants on good community development project models in water, women, agriculture, model villages, education projects etc and help them understand different approaches to community driven development. Our center is considered as &#39;Center of Excellence&#39; . Our uniqueness is we don&#39;t teach from the books but teach from our ground experiences. We teach what we do and show what we teach. The participants who come to attend our International training programs include Development students from different universities of different countries. We have partnership with Catholic University of of Milan-Italy, Mc.Gill University-Canada, Carleton University-Canada, Queen&#39;s University-Canada, University of Quebec-Canada, University of Ottawwa, Ryerson Univerity, Colombo University-Sri Lanka etc. Every year a team of 7-10 people from each university come in different times for four programs to attend this four week Community Driven Development program. This is part of their Internship program for the students pursuing Masters/Bachelors in Social work, International development, social sciences, Community development, Rural development etc. This exposure will gain points for their internship. The students express this as a wonderful opportunity because they realize what they learn in classes by seeing in the ground. They express we learn what is real development. Together in Pieces is an innovative and stylish take on the impact which the built environment has had on the conditioning of young people in Northern Ireland, specifically in Derry. 
In the city which has served as both the birthplace of the Northern Ireland Troubles and also the cradle of its Peace Process, creativity and expression transform didactic public art into a vehicle of choice, liberation and opportunity for young people to escape the tyranny of the past and bring the power of culture into their future.

Together in Pieces will appeal to arts, cultural, social geography and conflict resolution interests across the world, as well as to the Irish diaspora. It reflects an emerging vibrant Northern Ireland which is not part of the &lsquo;official&rsquo; narrative promoted by institutions, even today.

Because of the subject matter of graffiti and use of hip hop music, the film is very attractive to youth audiences and this is reflected in the treatment, style, passion and pace of the film

This independent production had its world festival premiere at the Capital Irish Film Festival in Washington DC (March 2016), which is the biggest Irish film festival in the USA.

A primetime screening during the first-ever NYC Hip Hop Film Festival (August 2016) and subsequent screenings around the island of Ireland brings Together in Pieces to a level of exposure unprecedented for an independent film, produced on a shoestring by artists and cultural activists Eileen Walsh and David Dryden.

<h2 style='text-align: center;'>Engagement with de facto states: The need for a comprehensive EU policy framework for the South Caucasus</h2>Tuesday, April 25, 2017 12:00pm - 1:30pm Metropolitan Building, Room 5145 In this presentation, a critical analysis of wrong dichotomies and ideologies on statehood and sovereignty will be provided by problematizing the case of the de facto states of the South Caucasus. While international law is in a position to accommodate for unrecognized entities, widespread state practice still denies providing significant encounters to secessionist entities. Taking Abkhazia as an example, different ways how to “fudge” sovereignty and how the EU may engage with unrecognized entities will be discussed.Benedikt Harzl is an Austrian Marshall Plan Foundation Fellow in Central European Studies at Johns Hopkins University SAIS. Prior to his engagement at SAIS, he was based as Head of Research at the Austrian Study Centre for Peace and Conflict Resolution (ASPR) in Stadtschlaining. Since September 2016, he holds a tenure track professorship in law at the University of Graz, where he has worked since 2012 as a university researcher at the Russian East European Eurasian Studies Centre (REEES) in the Law Faculty of the University of Graz. Before coming to the University of Graz, Harzl worked in various research institutions across Europe: in 2006, he worked at the Institute for European Studies in Minsk (Belarus), at the German Council on Foreign Relations in Berlin in 2007, and at the European Academy in Bolzano/Bozen (Italy) in 2007-2012. While the University of Graz is Harzl’s alma mater (law), in 2010 he completed the MA program in East European Studies at the Free University of Berlin. His principal research interests include post-Soviet state engineering, ethnic conflicts in the post-Soviet space, Russian foreign policy and the EU’s engagement in Eastern Europe. He focuses on the conflict dynamics of ethnic tension in the South Caucasus with emphasis on the Georgian-Abkhazian conflict. This was also the subject of his Ph.D. thesis which he has completed at the Law Faculty of the University of Frankfurt in 2016.
