Wilson Center

<p>The negative portrayal of Chiang Kai-shek became a conventional theme in Western historiography. In 2009 Jay Taylor attempted to reverse this perspective, but in his zeal he went too far in trying to overturn almost all criticism previous scholars have levied against Chiang. The speaker Alexander V. Pantsov endeavored to write a balanced and unbiased biography of Chiang, the cunning ruler and the great revolutionary, based not only on Taiwanese, Chinese, and American collections but also on previously unknown Soviet archives.</p><p><strong>Alexander V. Pantsov</strong> is a professor of history and holds the Edward and Mary Catharine Gerhold Chair in the Humanities at Capital University in Columbus, Ohio. He has published over 150 scholarly works including twenty books. Among them are <i>The Bolsheviks and the Chinese Revolution1919-1927</i> (Honolulu, HI: University of Hawaii Press, 2000), <i>Mao Zedong: The Real Story</i> (New York: Simon &amp; Schuster, 2012), <i>Deng Xiaoping: A Revolutionary Life</i> (Oxford University Press, 2015), <i>Karl Radek on China: Documents from the Former Secret Soviet Archives </i>(Leiden: Brill, 2021), and <i>The Kremlin’s Chinese Advance Guard: Chinese Students in Soviet Russia: 1917-1940</i> (London: Routledge, 2023).</p>

Victorious in Defeat: The Life and Times of Chiang Kai-Shek, China, 1887-1975

<p>Since its inception in 2003, PEPFAR has transformed the landscape of HIV treatment and prevention. It is estimated that this program, which works to accelerate progress toward achieving HIV and AIDS epidemic control in over 50 countries globally, has saved over 20 million lives, prevented transmission to 5.5 million babies, and enabled countries to surpass UNAIDS’ 90-90-90 treatment targets. PEPFAR has also played a vital role in addressing other global health challenges, such as the COVID-19 pandemic, expanding care to marginalized groups such as adolescent girls and young women, key populations, pregnant people, children, and displaced persons.</p><p>PEPFAR released its new five-year strategy in December 2022, which sets bold priorities in the effort to eliminate HIV and AIDS as a public health threat by 2030. 20 Years of PEPFAR: Past Successes and Future Potential

<p>For the past 12 months, global energy markets have been roiled by geopolitical conflict and instability, rising post-COVID demand, and efforts by many developed countries to speed their transition to a less carbon-intensive energy matrix. The United States has not been immune from these phenomena, nor has it been passive in its response. The enormous energy potential of the US, in both hydrocarbons and renewable energy, place the country in a privileged position to respond to turmoil in energy markets and to put forward a viable vision of the future.</p><p>Join us on March 29 for a conversation with Angelina LaRose, Assistant Administrator of the Energy Information Administration focused on the outlook for US and global energy markets in the face of the transition. As Assistant Administrator, Ms. LaRose directs the EIA’s energy modeling program, which supports the EIA’s forecasts and projections. <p>Russian President Vladimir Putin has held several speeches and written articles in recent years which reveal his interpretation of international law and Russia's role in it. Corruption, Accountability and Democracy in Brazil: Challenges and Solutions

<p>Cold War Liberation traces the story of Soviet support for African revolutionaries who led armed struggles in three Portuguese colonies—Angola, Mozambique, and Guinea-Bissau. While conventional wisdom says that Moscow had lost interest in Africa by mid-1960s, Telepneva argues that the Soviets redirected their attention to forging close links with the military and security services of their African clients. Telepneva also details how Soviet middle-ranking bureaucrats often shaped policy in Africa, including during the early stages of the Angolan Civil War, 1974-1975.</p><p><strong>Natalia Telepneva </strong>is a Lecturer in International History at the University of Strathclyde, Glasgow. She is the author of "Cold War Liberation: The Soviet Union and the Collapse of Portuguese Empire in Africa, 1961-1975". She has also published on Soviet and Czechoslovak intelligence for the International History Review and the Journal of Cold War Studies and has co-edited the “Warsaw Pact Intervention in the Third World" (2018). Natalia is a graduate of Columbia University and the London School of Economics (2015) and was the recipient of the British Academy Postdoctoral Fellowship, 2017-2020.</p>

Cold War Liberation: The Soviet Union and the Collapse of the Portuguese Empire in Africa, 1961-1975

<p>The event will explore the challenges to social inclusion of Afro-Arabs across the Middle East and North Africa, in addition to the widespread costs of discrimination. In every country, certain groups confront barriers that prevent them from fully participating in political, economic, and social life. In MENA, Afro-Arabs have been excluded from legal systems, land, and labor markets, and regularly face discriminatory attitudes and perceptions from the wider public.</p><p>This kind of social exclusion robs individuals of dignity, security, and the opportunity to lead a better life. <p>In an era increasingly defined by climate change, the United States and China stand out as the two largest emitters of greenhouse gases—but neither country is immune to its impacts. China, home to nearly 20% of the world’s population and 6.5% of the Earth’s land surface, faces a number of climate security challenges. Not only will the country be affected by climate impacts, but global <i>responses </i>to climate change are also likely to have an impact on the country’s growth prospects and standing on the world stage. China’s Climate Security Vulnerabilities

<p>The Wilson Center’s Middle East Program is pleased to host the book launch of <i>COVID and Gender in the Middle East</i>. Edited by feminist and scholar Rita Stephan, this book includes a compilation of articles from MENA scholars, activists, and policy experts. Book Launch: COVID and Gender in the Middle East & North Africa

<h3>Strait to the Point: Current Challenges for Taiwan and US-Taiwan Relations</h3><p>Taiwan’s always-difficult quest for status and security has reached a new inflection point, as have US-Taiwan relations. China launched military exercises following U.S. House Speaker Nancy Pelosi’s visit to Taiwan—by some assessments the “fourth cross-Strait crisis” since the establishment of the People’s Republic of China. In recent years, US-China relations have deteriorated—on some accounts, verging on a new Cold War. Congress has passed an unprecedented raft of “pro-Taiwan” legislation since 2016. President Biden and his administration have taken positions that arguably diverge significantly from traditional US formulations of “strategic ambiguity.” Russia’s invasion of Ukraine, as well as US and PRC assessments of each other as security threats, have raised anew the specter of aggression by—and conflict among—great powers. Concerns are rising about an increasingly powerful and assertive China’s possible impatience with a lack of progress on reunification of Taiwan. Taiwan’s impending presidential transition is creating uncertainties not seen in nearly a generation. Amid these developments, and in the context of international institutional and normative orders that are under stress and fracturing, will the multifaceted strategies that Taiwan has pursued successfully to secure international space and support still work? How will they need to adapt to the challenges of our moment? What are the implications for US policy and US-Taiwan relations?</p>

As President Joe Biden prepares to welcome South Korean President Yoon Suk-yeol to Washington, D.C., we take a look back over the past year of U.S.-ROK relations, assessing progress and previewing discussion topics likely to be at the forefront of the April 26th summit.</p><p>Ahead of the first Biden-Yoon Summit in May 2022, we published the briefing book, <a target="_blank" href="https://www.wilsoncenter.org/book/two-presidents-one-agenda-blueprint-south-korea-and-united-states-address-challenges-2020s-and"><i><strong>Two Presidents, One Agenda</strong></i></a>—featuring memos by 18 authors from both American and Korean academic and policy circles. “Two Presidents, One Agenda,” One Year Later: An Update on the US-ROK Alliance and Preview of the Biden-Yoon Summit

<p>India's nuclear program is often misunderstood as an inward-looking endeavor of secretive technocrats. In <i>Ploughshares and Swords</i>, Jayita Sarkar challenges this received wisdom, narrating a global story of India's nuclear program during its first forty years. The book foregrounds the program's civilian and military features by probing its close relationship with the space program to show how India's leaders concurrently served the technopolitical aims of economic modernity and the geopolitical goals of deterring adversaries.</p><p><strong>Jayita Sarkar</strong> is Associate Professor of Economic and Social History at the University of Glasgow. Her research and teaching areas are global and transnational histories of decolonisation, capitalism, nuclear infrastructures, and South Asia. Her book, <i>Ploughshares and Swords. India’s Nuclear Program in the Global Cold War</i> (Cornell University Press, 2022), is a finalist for the ISA Global Development Studies Book Award. She is currently writing, <i>Atomic Capitalism. The Sassoons: The Great Global Merchants and the Making of an Empire

<p>For more than two decades W. E. B. Du Bois attempted to write the definitive history of Black participation in World War I. His book, however, remained unfinished. Chad Williams offers the previously untold account of Du Bois’s failed efforts to complete what would have been one of his most significant works. In doing so, Williams sheds new light on Du Bois’s struggles to reckon with both the history and the troubling memory of the war, along with the broader meanings of race and democracy for Black people in the twentieth century.</p><p><strong>Chad Williams</strong> is the Samuel J. and Augusta Spector Professor of History and African and African American Studies at Brandeis University. He earned a BA in History and African American Studies from UCLA, and both his MA and Ph.D. in History from Princeton University. He is author of the award-winning book <i>Torchbearers of Democracy: African American Soldiers in the World War I Era</i> (2010, University of North Carolina Press) and <i>The Wounded World: W. E. B. Du Bois and the First World War</i> (2023, Farrar, Straus and Giroux).</p>

<p>Like the Great Game struggles between Russia and Britain over India that existed for most of the 19th century, the “other” Great Game in East Asia over control of the Korean peninsula also gave rise to lasting rivalry and bloodshed among the regional powers at the turn of the twentieth century. Using her latest book, <i>The Other Great Game: The Opening of Korea and the Birth of Modern East Asia </i>(The Belknap Press of Harvard University Press, 2023)<i>, </i>Sheila Miyoshi Jager will illuminate some key aspects of this struggle to show how these earlier conflicts and rivalries set the course for the future of East Asia and the larger global order.</p><p><strong>Sheila Miyoshi Jager</strong> is Professor of History and East Asian Studies at Oberlin College. Her books include, <i>Brothers at War: The Unending Conflict in Korea</i>, <i>Ruptured Histories: War, Memory and the Post-Cold War in Asia</i> (with Rana Mitter) and&nbsp; <i>Narratives of Nation Building: The Genealogy of Patriotism</i>.
